Pet travel rules in India: every way to travel, summarised

Updated By PetymFacts checked against official sources on

Quick answer

On Indian trains a pet rides with you only in a whole First AC or First Class coupe or cabin; otherwise a dog goes in the dog box. Air India and Akasa Air take pets up to 10 kg in the cabin, IndiGo carries service dogs only, and no rule sets how a pet rides in a car.

Leaving India needs an AQCS export certificate, valid for 10 days; coming in needs an Advance NOC from the ATITHI 2.0 portal. On every journey, carrying an animal so that it suffers unnecessarily is cruelty under the PCA Act (checked 21 October 2026).

Which rule applies to every journey with a pet?

The cruelty law. Whatever the vehicle, section 11(1)(d) of the Prevention of Cruelty to Animals Act covers how an animal is carried.

Word for word

conveys or carries, whether in or upon any vehicle or not, any animal in such a manner or position as to subject it to unnecessary pain or suffering

Prevention of Cruelty to Animals Act, 1960, section 11(1)(d): what "any person" must not do (AWBI's copy, as amended in 1982) Animal Welfare Board of India

That rule covers a car, a train, a plane or a scooter alike, and the person carrying the pet, whether owner, driver or sitter, is the one it binds. Everything else on this page comes from the rule-maker for that mode: Indian Railways, each airline, the motor vehicle rules, AQCS and Customs.

How do the rules compare across trains, flights and roads?

One row per mode, each from the guide that covers it in full.

What are the rules for pets on Indian trains?

A pet shares your compartment only in a whole First AC or First Class coupe or cabin booked on your PNR.

Indian Railways bars dogs from AC sleeper (including 2AC and 3AC), AC chair car, sleeper and second class coaches. A puppy or kitten small enough for a basket may travel with you in any class after the usual booking charge. Any other dog goes in the brake van's dog box, booked at the parcel or luggage office at least 3 hours before departure, with a vet's fitness certificate from the 24 to 48 hours before the journey.

Coupe pets are booked online on IRCTC under Dogs/Cats Booking, which opens once the first chart is prepared. The charge is the Scale L luggage rate on a fixed weight, 60 kg in a compartment and 30 kg in the dog box, and an online pet ticket is not refunded if you cancel or the train is cancelled. A dog found unbooked pays six times the luggage rate. The train guide has the booking steps, the fee ledger and the Vande Bharat news.

What are the rules for flying with a pet in India?

No single DGCA pet rulebook: each airline writes its own policy, and only two take pets in the cabin.

Air India and Akasa Air carry dogs and cats in the cabin up to 10 kg including the carrier, for Rs 7,500 a flight; Akasa's fee includes taxes and Air India adds them. Heavier pets fly in the hold: on Air India from 10 to 32 kg for Rs 16,000 plus taxes. SpiceJet takes dogs in the hold only, up to 35 kg without the cage, and refuses snub-nosed breeds. IndiGo and Air India Express carry trained service dogs only.

Behind the airline policies sits rule 24C of the Aircraft Rules, 1937, which allows animals on aircraft only under a general or special written permit from the Director-General. The flights guide compares the five airlines row by row, with each airline's own page linked.

What are the rules for a road trip with a pet?

No Indian rule says how a pet must ride in a private car or on a two-wheeler, but three rules still apply.

MoRTH's Driving Regulations, 2017 tell the driver to keep their view and hearing clear of "passengers, animals, the load". Section 125 of the Motor Vehicles Act, 1988 bars anything placed so that it hampers the driver's control. And carrying an animal so that it suffers unnecessarily is cruelty under section 11(1)(d) of the PCA Act.

Vets advise a carrier for small pets, the back seat and a harness for bigger dogs, and a stop every 2 hours for water and a toilet break. Never leave a pet in a parked car: RSPCA figures show a car can reach 47 degrees Celsius within an hour when it is 22 degrees outside. The road-trips guide covers cabs, state buses and parks that do not allow pets.

What does a pet need to leave India or come in?

Two different documents from the same service, AQCS, with Customs at the airport for pets coming in.

  1. Destination's rules first

The country you are going to sets the microchip, rabies vaccine timing, blood test and permits; AQCS asks you to bring whatever it requires. AQCS, Department of Animal Husbandry and Dairying

  2. AQCS export certificate

Book an appointment about 7 days ahead and take your pet and papers in person; the certificate is normally issued the same day. AQCS, Department of Animal Husbandry and Dairying

  3. Pay and fly within 10 days

Rs 500 per certificate, paid online through Bharatkosh; it is valid for 10 days from issue or examination. Department of Animal Husbandry and Dairying

  4. Coming in: Advance NOC

Apply on CBIC's ATITHI 2.0 portal at least 7 days before you fly; airlines will not board the pet without it. AQCS, Department of Animal Husbandry and Dairying

  5. Who qualifies

Up to 2 dogs or cats per passenger, on transfer of residence after two years or more abroad, or returning with an AQCS export certificate. AQCS, Department of Animal Husbandry and Dairying

  6. On arrival

AQCS examines the pet and issues the Final NOC at the port; Customs cannot clear it without that. Seven airports handle pet imports. Gazette of India (Controller of Publications), for Ministry of Fisheries, Animal Husbandry and Dairying

What it means for owners

Pick the mode by the pet's size and the route, start the paperwork early, and check the rule-maker's own page.

Size decides a lot. A pet of 10 kg or less with its carrier can fly in the cabin on two airlines or ride a coupe on a train; a bigger dog flies in the hold or rides the dog box, or goes by car. Snub-nosed breeds such as Pugs and Shih Tzus are refused by SpiceJet and kept out of the hold by Air India and Akasa Air.

Paperwork has deadlines. The train dog box wants a vet's certificate from the 24 to 48 hours before departure, the AQCS export certificate is valid for 10 days, and the Advance NOC needs at least 7 days. Keep the vaccination card with you on every journey.

For many trips, the pet is better off at home. A Petym sitter in your home, or a stay with a sitter who hosts, keeps the pet's routine while you travel, and the comparison of a sitter with taking your dog along sets out when each makes sense.

What it means for sitters

A sitter who drives a client's pet, to the vet or anywhere else, carries it under the same rules as the owner.

Section 11(1)(d) of the PCA Act binds "any person" carrying an animal, and section 2(f) counts anyone in custody of a pet as its owner. When a Petym sitter takes a client's dog or cat to the vet, the pet goes in a carrier or harness on the back seat, never loose on a lap where it blocks the driver's view, and never left in a parked car.

In an emergency the sitter calls the owner and takes the pet to the nearest 24-hour vet on the city's list. Knowing in advance whether the clinic is a short cab ride away, and whether a cab will take a pet, is part of the meet and greet.

Sitters do not book a client's pet onto trains or flights unless the owner arranges it. If an owner wants a sitter to bring a pet to the station or airport, the owner's papers, the booking and the vet's certificate travel with the pet.

Questions owners ask

Can I take my dog in 2AC or 3AC on an Indian train?

No. Indian Railways bars dogs from AC sleeper coaches, including 2AC and 3AC, and from AC chair car, sleeper and second class. A dog rides with you only in a whole First AC or First Class coupe or cabin on your PNR; otherwise it travels in the dog box.

Which Indian airlines allow pets in the cabin?

Air India and Akasa Air, both for pets up to 10 kg including the carrier, for Rs 7,500 a flight. SpiceJet carries dogs in the hold only, and IndiGo and Air India Express carry only trained service dogs, as checked on each airline's page on 21 October 2026.

Is there a law on how a dog must travel in a car in India?

No Indian rule says where or how a pet must ride in a private car. The driver must keep their view and hearing clear of animals, nothing may hamper their control of the vehicle, and carrying an animal so that it suffers unnecessarily is cruelty under the PCA Act.

What papers does my pet need to leave India?

An AQCS Certificate of Health for Export, which costs Rs 500, is normally issued the same day and is valid for 10 days, plus whatever the destination country requires, such as a microchip, rabies vaccine, blood test or import permit.

How do I bring my dog or cat into India?

Apply for an Advance NOC on CBIC's ATITHI 2.0 portal at least 7 days before you fly. Up to 2 dogs or cats per passenger qualify on transfer of residence after two years or more abroad, or when returning with an AQCS export certificate.

Can a pet sitter drive my dog to the vet?

Yes, and the same rules apply to them as to you: no Indian rule fixes where a pet sits, but the driver's view must stay clear and the pet must not be carried in a way that causes it suffering. A carrier or harness on the back seat is the usual advice.
