Bringing a dog or cat into India
Updated By PetymFacts checked against official sources on
Quick answer
To bring a pet dog or cat into India you need an Advance No Objection Certificate (NOC), applied for on CBIC's ATITHI 2.0 portal at least 7 days before you fly; airlines will not board the pet without it.
You can bring up to 2 pets if you are moving to India after two years or more abroad, or returning a pet that left with an AQCS export certificate (AQCS and CBIC, checked 21 October 2026).

How to get the Advance NOC on ATITHI 2.0
Check which route you are on
Transfer of residence after two years or more abroad, re-import of a pet that left with an AQCS export certificate, or a short stay with a DGFT licence. All three use the same application.
Get the vet papers
The vaccination and microchip certificates, and an official health certificate from the country you leave, plus the Indian format (Annexure 1.1.1 for dogs, 2.1.1 for cats) signed by its competent authority.
Register on ATITHI 2.0 with your passport
No agent is needed; you can authorise a representative on the Annexure 1.6 form.
Upload the documents and pay
Upload everything at least 7 working days before the flight and pay the Rs 1,000 processing charge on Bharatkosh.
Receive the Advance NOC
AQCS issues it within 1 working day of checking the documents. Show it to the airline at check-in.
Collect the Final NOC on arrival
AQCS examines your pet and the original documents at the port and issues the Final NOC, so Customs can clear it.
What do you upload to ATITHI 2.0 for a pet coming to India?
Six documents, and the names and addresses on them must agree with your ticket.
- The application form (Annexure 1.1) AQCS, Department of Animal Husbandry and Dairying
- The vaccination and microchip certificates AQCS, Department of Animal Husbandry and Dairying
- The official health certificate from the country of origin, and the Indian format signed by its competent authority AQCS, Department of Animal Husbandry and Dairying
- Your air ticket or airway bill, and a copy of your passport AQCS, Department of Animal Husbandry and Dairying

- A declaration that the animal is a bona fide pet, not for sale, gifting or breeding AQCS, Department of Animal Husbandry and Dairying
- The owner's name on the health certificate matching the ticket, with your address abroad and in India on the certificate AQCS, Department of Animal Husbandry and Dairying
When does each step happen before your flight to India?
From the rabies vaccine up to a year out to the Final NOC on landing; AQCS's minimum for the application is 7 working days before you fly.
12 months to 1 month before you fly
The rabies vaccine must fall in this window, for dogs aged 3 months or more and for cats. AQCS, Department of Animal Husbandry and Dairying
Before you apply
Know your route: transfer of residence, re-import or a DGFT licence. For a short stay the DGFT licence must be in hand first; USDA's page for US owners says it may take about one month. AQCS, Department of Animal Husbandry and Dairying
At least 7 working days before you fly
Apply on ATITHI 2.0, with the health certificate in the Indian format. AQCS, Department of Animal Husbandry and Dairying

On landing, any hour
Declare the pet on the Indian Customs Declaration Form; AQCS examines it and issues the Final NOC, without which Customs cannot clear it. Central Board of Indirect Taxes and Customs
If the pet follows you
It must arrive within 1 month after you. Later than that, or before you, needs advance Customs permission. AQCS, Department of Animal Husbandry and Dairying
Only if the pet fails the examination

Where can a pet enter India?
At seven ports: the six AQCS cities and, since a notification of 10 October 2024, Cochin International Airport, Kochi.
Delhi, Mumbai, Chennai, Kolkata, Bengaluru and Hyderabad, plus Cochin International Airport, Kochi, which notification S.O. 4396(E) added under AQCS Chennai for a pet dog or cat allowed under the baggage rules.
AQCS's FAQ and the station boxes on the application form still list only the six, so for a Kochi arrival choose Chennai.
What does it cost to bring a pet into India?
Rs 1,000 to AQCS for a healthy pet, and no customs duty; quarantine charges apply only if the pet fails the examination.

What is the 2026 relaxation for pets of Indians stranded in the Middle East?
A one-time measure from March 2026 lets a pet travelling with a stranded Indian be vaccinated and cleared at the port; neither official document gives an end date.
Word for word
The pet dog and / or pet cat which are being imported with vaccination certificate / pet book / passport and the last vaccination is not completed and is due / delayed by 15 days, or the pet dog and / or pet cat which are being imported without any veterinary health certificate or vaccination certificate, shall be vaccinated for rabies (cost to be borne by the owners as per actual) at the port of entry and be given final Animal Quarantine and Certification Services (AQCS) clearance from the airport, after examination of documents and clinical examination by AQCS.
Before flying, the owner declares that the pet has lived with them for at least the past month and shows its vaccination certificate, pet book or passport; a pet lifted from a neighbouring country should be checked by that country's veterinary authority if one is available at or near the airport. All quarantine, vaccination and medication costs fall on the owner, and the memo says it is not a precedent. It leaves DGFT and Customs requirements to those agencies, and does not define which countries count. Customs passed it on in Circular No. 11/2026 of 16 March 2026. Petym found no end date in either document, so check with AQCS before relying on it.

Questions owners ask
Can I bring my pet to India after less than two years abroad?
- Not on the transfer-of-residence route. Unless your pet is returning with the AQCS export certificate it left India with, you need a DGFT licence.
Does India need a rabies titre test for an imported pet?
- No. The AQCS procedures ask for a rabies vaccine given more than one month and less than 12 months before embarkation, not a titre test.
Can I bring a parrot or a rabbit into India as a pet?
- Not as baggage. Only dogs and cats count as pets under the baggage rule; any other animal needs a DGFT licence.
Will my pet be quarantined when it lands in India?
- Only if it fails the physical examination or shows signs of disease. Then it goes to the AQCS quarantine station for 15 days, at Rs 800 a day plus test costs.
Can I fly my dog or cat into India at Kochi?
- Yes, if it qualifies under the baggage rules: since a notification of 10 October 2024, pets can enter through Cochin International Airport under AQCS Chennai. The ATITHI application still offers six stations, so choose Chennai.
Can I bring a dog into India to breed or sell?
- No. AQCS does not permit commercial dog imports, and under the baggage rule you also declare that the pet is not for sale, gifting or breeding.
Do I have to declare my pet to Customs when I land in India?
- Yes. Under the Customs Baggage (Declaration and Processing) Regulations, 2026, the Indian Customs Declaration Form (CBD-I, filed on ATITHI) is mandatory if you carry pets, and it asks “Are you carrying any pets?”
Can my pet's food and bedding travel with it to India?
- No. AQCS says no extra feed or bedding is allowed during the journey, and USDA's guidance for US owners says feed or bedding may not be imported with dogs.
