Is euthanasia legal for pets in India?

Updated By PetymFacts checked against official sources on

Quick answer

Yes, in practice. No Indian law bans a registered vet from humanely putting a suffering pet to sleep. The Prevention of Cruelty to Animals Act 1960 punishes killing an animal in an unnecessarily cruel manner, and only registered vets may practise veterinary medicine. So euthanasia should only ever be done by a vet, never at home by anyone else.

The Act does not set out a procedure for owner-requested euthanasia, so the decision rests on your vet's clinical judgement and your consent. Community dogs follow a separate rule: the ABC Rules 2023 allow euthanasia only for incurably ill or mortally wounded dogs, decided by an official team.

What does Indian law actually say about putting a pet to sleep?

The main law, the PCA Act 1960, is written against cruelty. It does not mention owner-requested euthanasia by a vet at all.

Section 11 of the Prevention of Cruelty to Animals Act 1960 lists what counts as cruelty. Clause (l) makes it an offence to kill any animal, stray dogs included, by strychnine injections in the heart or in any other unnecessarily cruel manner. We found no section in the Act that sets out when a vet may put a pet to sleep at the owner's request.

Section 13, headed 'Destruction of suffering animals', covers a different situation: cruelty cases. A court that convicts an owner of cruelty may order a suffering animal destroyed without unnecessary suffering, on a vet's evidence unless the owner agrees. An injured animal found in public can be put down only after the area's veterinary officer certifies that keeping it alive would be cruel and a magistrate orders it.

The criminal code matters too. Since 1 July 2024 the Bharatiya Nyaya Sanhita has replaced the IPC, and its section 325 punishes mischief by killing, poisoning, maiming or rendering useless any animal with up to five years in prison, a fine, or both.

Each line is read from the official text. Section numbers are given so you can check them yourself.

Who is allowed to put a pet to sleep in India?

Only a registered vet. Never do it yourself, and never let an untrained person do it.

Section 30 of the Indian Veterinary Council Act 1984 says no one other than a registered veterinary practitioner may practise veterinary medicine in any State. A State may let people with a stockman or veterinary assistant diploma give minor veterinary services, which the Act describes as preliminary aid such as vaccination, castration and dressing wounds, and only under a registered vet's supervision.

Ending an animal's life by any home method risks real suffering, and killing an animal in an unnecessarily cruel manner is an offence under section 11 of the PCA Act. If you cannot reach your usual vet, go to the nearest 24-hour or government veterinary hospital.

What should you do, and avoid, if you are thinking about euthanasia?

Do

  • Talk it through with your vet. PDSA says the vet will discuss all the options and wants you to be absolutely sure before going ahead. PDSA
  • Think about quality of life: how your pet's wellbeing is affected day to day, and talk to family members too. PDSA
  • Ask your vet what happens on the day, whether you can be present, and what can be done with the body afterwards. PDSA
  • For a sick or injured community dog, call the municipal veterinary department or the local ABC centre: an official team decides. Ministry of Fisheries, Animal Husbandry and Dairying (Gazette of India copy on AWBI's site)

Don’t

What are the rules for community dogs?

Stricter than for pets. A committee decides, not the person who calls it in.

Rule 15 of the Animal Birth Control Rules 2023 says incurably ill and mortally wounded street dogs, as diagnosed by a team appointed by the Local Animal Birth Control Monitoring Committee, are euthanised during specified hours in a humane manner by a qualified veterinarian. The team is the jurisdictional veterinary officer, the project in-charge and a representative of the Animal Welfare Board or the State Board. No dog may be euthanised in front of another dog, and records with the reasons must be kept under the team's signature.

Suspected rabies is where the texts do not read the same. Rule 16 of the ABC Rules says a dog found highly likely to have rabies is isolated until it dies a natural death. The Supreme Court's judgment of 19 May 2026, as summarised on Petym's community dog rules page, allowed measures including euthanasia for rabid or dangerous dogs. If you are dealing with a suspected rabid dog, keep away from it and call the municipal veterinary department, which will know which procedure applies in your city. Anyone bitten or scratched should wash the wound with soap and water for at least 15 minutes and see a doctor at once.

What happens at a euthanasia appointment?

How PDSA describes it. Indian clinics vary, so ask your own vet what they do.

  1. Before

The vet or a nurse explains the process. You can bring a family member or friend, and some vets will visit your home. PDSA

  2. Consent

You sign a consent form saying you understand what will happen and give permission. PDSA

  3. Calm

A pet likely to be stressed may be given a light sedative first. PDSA

  4. The injection

Usually into a vein in a front leg. PDSA describes it as quite peaceful and pain-free; the pet becomes unconscious within seconds and the vet checks the heart with a stethoscope. PDSA

  5. Afterwards

The eyes may stay open, the bladder may empty, muscles may twitch or there may be a deep gasp. These are reflexes, not pain. You can usually have a few quiet minutes, including for a prayer or ritual. PDSA

Can a vet refuse, or can I insist?

Because no Indian law sets out when a vet must or must not agree to euthanasia, the decision rests on the vet's clinical judgement and your consent. PDSA notes that where a pet is suffering badly the vet may advise euthanasia straight away, and otherwise the appointment can wait for another day. If you and your vet disagree, a second opinion from another registered vet is reasonable.

Questions owners ask

Is it legal to put my dog to sleep in India?

No Indian law bans a registered vet from humanely putting a suffering dog to sleep with the owner's consent. The PCA Act 1960 punishes killing an animal in an unnecessarily cruel manner, and the Indian Veterinary Council Act lets only registered vets practise veterinary medicine. Talk to your vet, who decides on clinical grounds.

Can I euthanise my pet at home myself?

No. Only a registered veterinary practitioner may practise veterinary medicine under section 30 of the Indian Veterinary Council Act 1984, and killing an animal in an unnecessarily cruel manner is an offence under section 11 of the PCA Act. Some vets will come to your home to do it, so ask.

Can a stray dog be put to sleep in India?

Only under the ABC Rules 2023: incurably ill or mortally wounded street dogs, diagnosed by a team of the jurisdictional veterinary officer, the project in-charge and an animal welfare board representative, are euthanised humanely by a qualified vet. A dog cannot be put down because residents find it a nuisance.

Is euthanasia painful for my pet?

PDSA describes it as quite peaceful and pain-free. The pet may be sedated first, then an injection usually into a front leg vein makes it unconscious within seconds. Afterwards the eyes may stay open and muscles may twitch; these are reflexes, not pain. Ask your vet to explain each step beforehand.
